When Radio Is Not Enough
Modern communications have trained us to expect instant contact. We send a message, watch for the reply and assume that silence means something has gone wrong.
That expectation disappears quickly in a long-term collapse.
Cellular networks may be gone. Internet service may exist only in memory. Radio equipment can fail, batteries can become scarce and terrain can leave neighbouring settlements unable to hear one another. Even a functioning radio network cannot conveniently carry a detailed inventory, a hand-drawn route map, a written agreement or several pages of instructions.
At that point, information may have to move at the same speed as a person.
The human courier is not a primitive substitute for radio. A well-run courier service is a separate communications layer—one that can move complete written messages, confirm delivery and connect farms, retreats and small settlements that cannot maintain reliable electronic contact.

Not Every Message Belongs on the Radio
Radio is excellent for short reports: a check-in, a route condition, a request for a reply or confirmation that a traveller has arrived. It becomes less efficient when the message is long, complicated or must be reproduced exactly.
A courier can carry:
- written supply requests and inventory lists;
- community notices and meeting decisions;
- maps with changes marked directly on them;
- repair diagrams and equipment information;
- letters intended for specific households;
- several messages travelling to the same destination; and
- a written reply returning on the next scheduled run.
This also reduces radio traffic. Instead of spending twenty minutes reading a complicated list over a weak connection, an operator can send a short notice: “Written packet will arrive on Thursday’s run.”
The radio handles speed. The courier handles detail.
Build a Route, Not a Collection of Errands
An informal system depends on someone happening to be headed in the right direction. That may work twice. It will not support a region.
A dependable courier network uses established destinations and predictable operating days. One person might travel from a settlement to two nearby farms every Tuesday. Another might connect that settlement with a trading point every second Friday. A third route could carry accumulated messages onward to a more distant community.
The value is not speed. It is certainty.
People know when outgoing messages must be submitted, when replies might return and when a missed arrival should be treated as an overdue traveller rather than a simple delay. The schedule also prevents unnecessary journeys. Instead of sending someone out for every small question, routine traffic waits for the next run.
Each route record should identify:
- the normal origin and destination;
- expected departure and arrival windows;
- the usual return window;
- named handoff locations;
- a safe alternate route, where one exists;
- conditions that cancel the run; and
- the person responsible for recording departure and return.
Routes should favour familiar roads, trails and properties where travel has been agreed upon. A courier is there to deliver information, not explore unknown ground, trespass or push through unsafe conditions. Daylight, weather, seasonal flooding, fire conditions and the traveller’s health all outrank the timetable.
The Courier Does Not Rewrite the Message
The most important rule is simple: carry the message as written.
Couriers will naturally hear news and opinions along the way. That does not make every story reliable. If the courier starts adding details, interpreting decisions or repeating rumours as fact, the system quickly becomes unreliable.
The written packet should remain the authority. If the courier personally observes something important—a washed-out crossing, a closed route or a changed handoff point—that observation should be recorded separately with the time and location. It should not be quietly inserted into someone else’s message.
This distinction matters enormously in a region where people may make decisions about travel, supplies or medical assistance based on what arrives.
Use One Message Form
A standard form makes messages easier to sort, deliver and answer. It does not need to be complicated. Every message should include:
- message number;
- date and time written;
- sender and origin;
- intended recipient and destination;
- priority;
- exact message;
- whether a reply is required;
- requested reply date, if applicable; and
- the name or mark of the person who accepted it for delivery.
Numbering prevents confusion when several messages involve the same subject. A reply can reference “Message F-27” instead of relying on a vague description. The sending location keeps a copy or log entry so that the existence and wording of important traffic do not vanish with the packet.
Weather-resistant notebooks are useful, but ordinary paper can still work when placed inside a sealed pouch. Pencil generally tolerates damp conditions better than many inexpensive pens. Whatever materials are chosen should be tested outdoors before they become the standard.
Keep Priorities Simple
If everything is urgent, nothing is urgent. Three levels are enough for most networks:
Emergency: Information involving an immediate threat to life or a request for time-sensitive assistance. This may justify a dedicated run if travel can be made safely.
Priority: Information that affects an upcoming decision, scheduled movement or important supply need. It goes on the next available run and is placed ahead of routine traffic.
Routine: Letters, general notices, ordinary inventory updates and messages that can wait for the established schedule.
The person accepting the message should confirm that the priority matches the content. The courier should not be forced to decide which packet matters most while already travelling.
Make the Handoff Verifiable
A message is not delivered merely because it reached the correct property. It should reach the named recipient or a previously designated alternate.
The receiving person records the message number, date and time of receipt. If a reply is required, the return message should reference the original number. The courier’s route sheet records the completed handoff without needing to reveal the contents of the message.
If neither approved recipient is available, the courier follows the network’s standing rule. That may mean returning the packet, carrying it to the next scheduled exchange or placing it in an agreed weatherproof message box. It should never be handed to an unknown person merely to avoid bringing it back.
Simple procedures provide accountability. They also prevent disputes about whether a message was sent, whether it arrived and which version was received.
Plan for the Failed Run
Sooner or later, a scheduled run will fail. A bridge may be unusable, weather may close the route, the destination may be temporarily empty or the courier may have to turn back.
The system should distinguish a cancelled run from an overdue courier. If the origin decides not to dispatch, the route log records the cancellation and the reason. If the courier departs, the expected return time is written down and someone is assigned to notice if it passes.
That does not mean immediately sending more people into the same problem. The response begins with the information already available: route, weather, known stops, radio check-in times and possible delay points. A prearranged late-return margin prevents concern from turning into confusion.
Couriers should also know when to abandon delivery. Dangerous weather, wildfire, flooding, an unsafe crossing, illness or a major route change are reasons to turn around. A message can wait. Creating a second emergency does not improve communications.
Combine Couriers With Radio
The strongest regional system uses both.
A courier can carry the full packet while a radio operator sends brief updates ahead: the run has departed, the courier is delayed, the destination should expect three messages, or an urgent reply should be ready for the return trip. Where one settlement cannot reach another directly, an intermediate radio station may still be able to pass the update.
Couriers can also carry radio logs, updated contact schedules, replacement charging cables and small communications parts. On the return trip, they bring back written reports describing which stations were heard and where coverage failed.
Over time, the physical network helps improve the radio network—and the radio network makes the physical routes safer and more efficient.
Neither layer must be perfect. Each covers weaknesses in the other.
Create Regional Exchange Points
Long-distance travel does not require one person to complete the entire journey. Messages can move in stages.
A farm courier brings traffic to a village exchange point. A regional courier collects packets there and carries them to a trading community. Local couriers at the far end distribute them to their final destinations. Replies follow the same route in reverse.
This hub-and-relay model limits how far each person must travel and allows local couriers to remain on familiar ground. It also creates predictable places where route notices, trading information and community bulletins can be exchanged without every household travelling separately.
The exchange point should have a message log, protected storage and one or two people responsible for accepting traffic. A pile of unmarked envelopes on a table is not a system.
Practise While Failure Is Still Inconvenient
The best time to discover that a route estimate is wrong, a map is unclear or a message form is confusing is now.
Run a simple daytime exercise over a short, familiar route. Send a written message to a known recipient, require a numbered reply and compare the returned paperwork with the original log. Note how long the complete round trip took, which parts of the form caused confusion and whether the message stayed dry and readable.
Then test the schedule rather than the traveller. Can several households submit messages before a cutoff time? Can one person sort them by destination and priority? Can the receiving point document each handoff? Can an absent recipient’s packet be returned without being lost?
The goal is not to pretend the collapse has already happened. It is to build ordinary habits that will still make sense if instant communications disappear.

Information Must Still Move
A failed communications system isolates people long before distance truly does.
Radio can bridge that distance quickly, but it cannot carry every message under every condition. A scheduled courier route gives a community another option—one that uses little power, creates a physical record and can connect places that have fallen outside electronic reach.
