PS - If you are ever at Royal Roads, check out the Emergency Preparedness Management studies. I understand that is one of the few places in Canada to get training and a certificate that helps to get a job in disaster planning at the community level.
Just out of interest there are ten post secondary educational colleges and universities that offer courses on emergency management in Ontario. It is an up and coming field. If anyone is interested here is a link:

The Emergency Preparedness Management studies that you mention gc_mountainman, is that a PEP course?
I took a course called 'Disaster Management' put on by PEP and have the certificate, but never considered it having any value.
I've taken many such courses either through PEP, the ambulance service, or sponsored at the community level. My take is that these courses always seem geared toward scenarios that at the conclusion everyone can pat themselves on the back and walk away feeling good about themselves. Sometimes they'll plan something for a public exhibition to give the community a (false IMHO) hope that their goverment is working to look after their best interests.
I used to bring up real-world scenarios that I thought should have been gone through, but were always brushed aside. For instance, the trains pass by town several times a day carrying chemicals to the aluminum smelter at Kemano (near Kitimat). If one of these trains derailed, any airborne chemicals could overwhelm the township in minutes. Another situation is that the air corridor to Prince George is almost directly overhead which could cause a huge disaster if there ever was a crash.
Unfortunately, I've always gotten a 'we'll deal with it when/if it happens' response, so I left all that several years ago in complete disgust. Incidentally, from past experience I've learned that when a situation arises that would call for the use of a disaster plan, they never use it.

These courses were not the PEP variety. They take a couple, 3 years to complete and cost a pretty penny. The first parts can be done as distant learning/online courses but there is mandatory classroom time as well.
I hear you about attending feel good courses by those who live the illusion. PEP is better setup than some provinces. Is there room for improvement, sure. There always is.
Your scenario's IMHO are not the extreme it will never happen type. They sound like, it is only a matter of time until they happen. Most people dismiss the potential grief a train can bring to their community. And if the past shows us anything, CN and CP rail are not that prepared to deal with derailments in a timing fashion. Sure they can rebuild a section of track and get the trains rolling again, because that is money lost if they don't. But community preservation does not seem to be a high priority, at least as an outsider looking in.
I think we may have stolen Duffman's applebox and gotten off topic. Sorry Duffman. Anyone in Victoria want to meet at the pub and chat disaster preps with Duffman??? I would if I was in town.

You have an active group Up Island from you. Poke around these pages and you will find when their next meeting is. Keeping posting, I believe there are folks in the area of the capitol. Activity on the BC Forum has slowed lately, maybe some new blood and a spark will get this going again.
