Entry level ham radio?

Ladies & gentlemen, I'd like to ask for an advice.
Ham radio is a huge area of knowledge and expertise, in and by itself - as well as in the prepping context.
Unfortunately, yours truly doesn't have the time to join a local amateur radio club, or sift through the countless resources dedicated to the subject.
Hence this request to your collective wisdom here 🙄
Just one remark: if possible, please refrain from answering based on hearsay, or on some unverified information that the second cousin of your neighbour's colleague happened to speculate on... If you get my drift 😎

What I'm after is the most basic, entry-level set of equipment that would allow me to stay in the know by listening to the local ham radio networks (CB? Other?) in the case other means of communication go astray.
At least for the time being, I am not looking for the technical ability (and the license) to broadcast.
So, the actual question is: what equipment should I be looking for?
Another aspect is the potential possibility to upgrade to a two-way communication eventually - if that's possible at all, without deprecating the existing equipment completely.

Again, I would really appreciate answers based on real knowledge and experience.

Yeah, I'm following the blog too, and have scanned the ham-related entries as well...
The problem still being the same as I initially described: too much info to filter. That's why I'm asking for an advice on a specific setup.

I can just tel you what i did since I have no idea about it and definitely wanted it.I found guy that is expert and owner of ham radio and ask him to help me.He was glad to go with me to ham radio show and help me purchase very basic system .C
omplete cost was $ 350. Trust me it is worthy just to listen to people from all over. . I still do not go for exam.

KHK,
look in the Alberta forum, there is two topics on Ham radios there. A few in those topics seem to know quite a bit. In the Ontario forum so far this is the 4th Ham Radio post and nobody seems to know more than just the basics.

khk Tomorrow I am actually going for a visit with the guy and I will try to get as much info as possible and how to go about purchasing the basic system.I will pass it to you.
