That's just 4000 gallons a year Per/person. That's very good.

I am glad they are covering this in the news - so many people have no idea of how much water they really use. One comment from a friend of mine who immigrated from the Middle East that stuck with me - they were shocked when they first came here, that people leave the tap running when they brush their teeth, run tap water til it gets cold, etc.

The lack of water in any one location is a result of geographic location, the current environment affecting that location and in some cases, poor water management. On a Global basis, water supplies are theoretically limitless, because water is not destroyed when we use it — it just gets dirty. Water can be reused...
I certainly feel bad for people in areas of drought and those of flooding. The solution is a complex one. Man continues to screw-up the environment and the species is overpopulated. Until solutions are found for these issues, problems will continue to escalate.
None you improvise, one (or more) is luxury.
