Not clear on your heading, Bandit, but...true enough ,..a particular mindset can , up to a point be more effective
All depends on the criteria, governance protocol, transparency checks and balances which all are signed onto....with contingencies, consequences determined by the whole or thru proxy. Minimum number of facilitated meetings per season are mandatory in order to clarify, inspire, retain real overview and facilitate transparency face-face.
It would be rare to have a town with enough individuals skilled in this, self-disciplined enough, let alone emotionally mature when things appear sticky.
Small groups have to do this first. You can't just lay out a maturity-based, experiental pattern onto a structure or larger group of people without providing the sufficient basis for change. This is an organic process which is achieved first by fewer, and at some point reaches critical mass, when many more can see and "get it" , sensing the basis of trust present in a working model. It's all in the spirit of the details.
I would have to agree with you villager; critical mass as well is something that doesn't always has to take an lot of time. In some cases it can turn into a cult following rapidly, not in a negative way but in a great way. When people believe in something and feel they are apart of something bigger and better then themselves alone, great inspirational things happen, this I believe is because we all want the feeling of creating something grand and/or epic. I would have to say a good prepper example of this and one, I wish I could have been apart of, that is had I been born sooner and in that part of the world 🙂 is what happened in New Mexico with the earthship movement powered mainly by Michael Reynolds aprox 35 years ago to date. At first it was great, it attracted like minded people from all over to learn, experiment and build their own homes and they all shared the land with minimal capital costs. Sadly; when things go good and everyone is happy and doing well; the government just can't help but to bud in. I recommend watching the wicked good and superacool documentary about the whole thing called "Garbage Warrior" available in full length on u-tube ( http://www.youtube.com/watch?v=UNYFlcV9R1w )and sometimes aired on TV from time to time. I believe that the possible trouble makers tend to be weeded out by the sheer hard work jobs required of the creation of the town or community and the shelters. You will quickly find who wants to be their and who's simply looking for a free feast. lol But really, dealing with problems and problem people is one of the hardest things in such a setting. Being peaceful, respectful and having people in it for the right reason is what it is truly all about.
Never underestimate the power of free! If someone has deemed something valueless, yet U see value in it; Then you've already made a profit and savings!
I think a community based on libertarian concepts would stand a good chance as long as you are able to avoid the singular problem all governing bodies face - power=corruption
