the pepper spray will have been made for self-defence (imported from US) and not the 'bear' spray i make my wife carry when she goes out running (just in case shes attacked by a bear!!!). its written on there "self defence" and has instruction on where to spray your attacker. The baseball bat will have been tucked down the side of the drivers seat or in the passenger seat footwell (readily to hand) and from the way i read the article he probably admitted he had it for self defence....hence his arrest.

I am sure that about 30% to 40% of vehicles have baseball bats in them, especially after spring happens and baseball season starts. I like NorthernVVolf’s idea about carrying a baseball glove and ball along with the bat.
As of this moment a baseball bat is not illegal, unless of course you are trying to do a Jose Bautista on someone’s melon.
As for the pepper spray...I am not sure why he had it on him nor does the reporter explain it, but the headline was obviously written in such a way as to paint him as an individual with malicious intent, rather than joe average who for whatever reason went down the wrong street and crashed.
Who knows maybe he just wanted to protect himself or a loved one. We will never know what the truth was as the newspaper won’t write another word about it, unless they find out that he was headed to rob a bank or some other criminal activity.
I hate sensationalism in any form.
