Can anyone explain all of this to me? Its long and confusing as heck.

ICRCC would be best to answer this one,
that being said this is the online document that covers all the regulations for land usage in the Ontario Lands. Not all of the sections pertain to any one land track, the document is the final stopping point for any info on any of the lands in the Ministry Holdings.
Depending on the type or nature of the land that you are applying for or manage or acquire this landing page covers all of the legislations. So just look to see which section closely relates to the land use that you may hold now or in the future.
