I heard about the houses on stilts when I visited New Orleans a few years ago. When I met people who live out on the bayous up the coast from there, they said they've been jacking their house up for decades. They have it 10 feet up & it still flooded? They jack it up another 10 feet. Not as effective as the buoyancy solution, and personally I would have just moved, but hey, if they insist on staying (due to family, job, etc), at least there are options.

The article mentioned $10-$40 a square foot. That is significantly cheaper than current methods. Very promising!
