I see public disaster plans which overlap those of the individual as something which no prepper can be indifferent to. They will effect your life if you are in a zone getting the attention of a public plan.
Knowing what we know from Katrina and Sandy, the lesson may be to "go far - stay long".
FYI: spoke with Emergency Management Ontario in this regard. I was directed to a more local resource and I'm in talks about a tentative event in April. The City of Toronto's Office of Emergency Management has expressed an interest in communicating with 'preppers' - or atleast I've done what I can to create this interest. There will be other local governing bodies there as well.
The main purpose is to understand what the governments intentions or 'plans' are in the event of disaster 'x'. I think it's important to know what their local government will do and how you can work with them before, during and after a disaster should you choose to.

It was just reported by the BBC that cell service in the area was down for some time. This was a result of everyone trying to use their cell phones to contact family and friends which proved too much for the infrastructure.

I remember back to the Y2K scare...
everyone was watching Australia as they hit the date much earlier than we did.
At midnight the phone system went down...caused by nearly everyone in the country picking up their phone at midnight to listen for a dial tone!
