If you have children or grandchildren, you could build a sand box. Build it big and/or deep enough to handle the sand you plan to purchase.

I think earthbag building ( http://naturalbuildingblog.com/ ) might be a good solution for protection or even as a bunker you would have to insulate it for this climate though.... another benefit is cheap local materials.
