What size is good for a BOB ? Or , should a person have 2 different BOB ,

It's hard to tell, You'll have to examine them in person yourself. Take a look at the stitching and the material. Stretch it in your hands.
I have two bags that I use to store all of my equipment. One of them is a standard Assault backpack I got from the army surplus. The other is a massive backpacking pack. They have separate uses, one is for everyday, the other is for staying away from home.
Things you want to consider...
Compression straps
Molle Compatibility(more, the better)
No reflectors
Hip and chest straps
Beware of unnecessary perks. Some of the best designs are the oldest.
OK, first off I point my finger at no one in particular. Again, my finger is not pointed at YOU! I keep reading about how people have everything but the kitchen sink packed into their bugout bag that has to weigh 40KG or more unless they have found a source of prep items made of 'antigraveterium'. Really, how far do you expect to pack that kind of weight any bugout distance? When you are reduced to being on foot anyone who still has gas and a vehicle will see you as a target while you are catching your breath on or near the side of a road.
If you choose to go cross country, you may be mistaken for game and/or a invader/looter. Furthermore if you misjudge a single step (remember you are exhausted and undernourished by this time) you run a huge risk of rolling/spraining an ankle. Shy of some who take extreme fitness to the next level including Olympic hopefuls that didn't quite make the grade, I seriously doubt that 2% of the 'wanna be's' would ever make it to their destination.
I am not saying give up but am saying be REALISTIC in your goals. Either that or I am one of very few here who is not Olympic material.

I'm just gonna throw a few ideas out there.
My original bug out bag was one of those huge backpacking bags, shown first. MEC. It was meant to carry EVERYTHING I could. It's got most of the features I previously listed.This one is tough as all hell, and yes I've literally bugged out with it on a days notice across the country(though not apocalyptically). I've had it for six years and is easily still as durable as they day I got it.
I decided the second needed to be of a lower profile and could use a bit more tactical functionality. Enter Army SUrplus, go for a typical Assault backpack. Black. The design had all the features I previously mentioned with the added MOLLE compatibility. It was meant to go as a bike packing kit, to get out of gridlock. The idea was that whenever I had to lockup a bike, I could lash the handlebar bag, frame bag etc to the MOLLE. It was good in theory. But one day I was throwing laundry into it and it ripped wide open, not even at the seams. Last time I shop army surplus. I shoulda known better but I figured, I live in walking distance of two huge outlets they'd have the real deal.
The third is the deuter trans alpine 30 and it feels legitimate. It has six compression straps(stuff could easily be lashed to the two on the back, many more compartments than either of the other two backpacks. Can hold 30 litres.belt straps and chest strap. Pockets everywhere. It looks like a normal backpack which is good, because if I had a some camo !@#$ I'd be spotted right away, trust me I moved through this city by a bike during a temporary marshall law, properly occupied. Tens of thousands of riot police. You want to blend in and look like a nobody.
