Yeah last month Anthony Furey did a series, google him and you'll find them. Also, the cyber-attack on the Ukrainian power grid last fall by Russia, and attack on the Israeli grid, I think, made the West more nervous about just how vulnerable the North American power grid is to cyber attack as well as other hazards..

Glad there is awareness but I doubt this is going to be the loudest and "squeakiest" wheel out there. Therefore it will likely get ignored. Hardening the grid won't buy anybody any votes or affect any elections until too late.., and then, who will care about elections anyway.
I agree with you Heli that it isnt a vote garnering topic...but I think the issue isnt partisan..and is largely being left to the actual bureaucracy.... LIke the OP, Im hopeful this is occuring....though with the patchwork the grid actually is accross North America...Im sure this will be several years or even decades long in the making...

Partisan matter or not, if the government spends $100M it will try to address the issues that have the most visibility. Throwing money at grid operators for the purpose of grid hardening will look like the Feds giving money to Hydro Quebec, EPCOR, Hydro One, etc. it would look bad on them and the most socialist Canadians out there will whine that the money would have been better spent on homelessness and studying the mating habits of gophers north of the 70th parallel. I hope I'm wrong.
But talking about the subject, making the matter public and raising awareness is definitely a step in the right direction. That said, our nature is to be reacting instead of planning. So what we may need is a noticeable solar flare that takes out power to a geographically limited area to point out the shortcomings of our current system. Only hindsight will help us move forward with that agenda.
