A lot of what I have been looking at has comments like "mineral rights to be retained by current owner", access by atv only on road rights. Then I found this notice near one of the places and I don't have a clue what it means.

Are there any key words or flags that I should look for?
From looking at the links it seems they are going to build a dam on the river. The link is an information thing as well as an invitation to participate in the environmental assessment of the project. They will be changing the flow of the river, the quality of the water downstream, building and expanding roads and generally changing the local landscape. Your second sentence about "mines".. I am assuming they are underground type of mines..LOL... means there is the potential for pollution from the tailings or the process in general of extracting the mineral whatever that may be. If the owner retains mineral rights then what you are buying is basically the right to use the surface of the land. The present owner has the rights to any minerals that lay below the soil and can "access" them regardless of what you say. Pretty crappy and something to stay away from in my opinion.

I agree with JAB - stay away from anything like that. You need to have it in writing that you own the Mineral and Water Rights. I've heard of one family that bought their dream land, built their dream home, and found out the hard way that it didn't include the mineral rights, when the drilling company arrived on their land! GET IT IN WRITING!
Also, I'm intrigued at Land Tax Sales......but do your 'homework' first. It seems like you can get some pretty isolated cheap land - a prepper's dream. All townships and areas have lands for sale for non-payment of taxes. I believe it's for sale for the amount of taxes owing.

Good points. You need to be sure you have mineral, water and logging rights for any property you want to purchase. You also want to be aware of any right of ways that cross your land for the use of others. Also what rights of way you may need to cross the land of others to access your property and any waterbodies or streams that may be adjacent to your land but not actually on it. You should also research what if any industry is upriver from you.... IE pulp and paper, mine processing etc. Be aware... VERY aware.

As far as mineral rights, very few people have them any more.You do have surface rights but that is only for the first 6 inches after that the government owns it and sells the drilling and or mining rights to the corporations who then pay royalties to the government on what ever they find....Some old land holders have life time mineral rights but they are few and far between anymore...So the chances of you getting mineral rights on property you by are somewhere between slim, and not going to happen.....But as i said you do have service rights....Timber rights I believe that depends on the province, and what there logging rules are....water rights that is for under ground, water well water and such...surface water, rivers and streams that is controlled by the government and they are very picky about what you can and cant do with service water and naturall water sheds....

OMG. This is my stomping ground! Don't worry about mines. There are no old tailings dumps on the Blanche River. No one has mineral rights up here unless you stake a claim that expires. These were most likely staked in the 1930's when a large gold nugget was found in the creek at Boston Creek (now a ghost town). there were a couple of very small mines but they were gone by the end of the Second World War. De Beers also staked many, many claims in the same time period as one of the largest diamonds ever found in Ontario was found in the sand of a long esker near there. I believe that surface rights are > than 6ft. Up here if you own the land it is very unlikely that you would not own the timber rights, even if it leased Crown Land.
Land up here is VERY cheap by the acre especially with no public road access or Hydro. So you may think it is a good deal but it isn't. You might also want to watch for Municipal tax sales. Some none operating, and "uncleared" farms go for a song! PM me and I'll fill you in.

I like the idea of the Tax sales on old farm land, unless they claim the taxes are worth more than the actual value of the land.
