earthquake safety

If you're indoors when an earthquake hits, should you stay indoors or head outside? I've read a lot of earthquake safety info that says to stay indoors and take cover, then evacuate when the shaking stops. However, the advice that I hear from people (parents/relatives/friends) is to head outside immediately. What is the correct thing to do? Does it depend on what floor you're on?

Maybe also the area you're in matters? I wouldn't want to run outside in a big city in case of debris or even a falling building or telephone poles. But out in the country, would it be safer outside? I mean, out in a field nothing can fall onto you, right?
