The development a five point scale for "general supplies" seems to proving difficult. These are provisions other than food and water that you would need. They might include medical supplies or building supplies but there are probably many more that would be just as important or even more important. Ok I'll say (didn't want to) ammunition. What others are there?

Sustainable power ?

Almost need a massive poll/survey or something for this sort of thing though. Like a checklist for each category.

Medical- Iodine, bandages, Hydrogen peroxide etc etc. Then check all that you have. Then a tally at the end gives you a score. But more than likely someone will mention an item is missing and figure their score isn't accurate anyhow and claim it is a bogus poll/survey (seen that before). Its a tough one ICRCC but I commend you on pursuing it.
