I have been fortunate since last Tuesday. I have been asked to give my little talk to others in the community! I am excited about this.

When you come to the winter class, Mylar above and below is a big help.
If you can get them to scout thrift shops, the windshield screens hold up better as a pad under a bedroll and likely to sit on in a wheel chair than the thin sheet blankets, but they do make heavier types (likely $10 on their own, though). Those have the advantage of being a bedpad, a blanket, a cloak, and regularly have grommets that can be used to pitch them as a small tent (even inside, canopy bed style) so that more than one person or a pet or two can go underneath.
The cotton kills mantra for winter would be a good one to cover, and sources for wool can be thrift shops and consignment shops.
Thrift shops could also be hit for wool or thermal-type blankets that could easily be turned into a poncho and ski caps.
Dollar store duct tape and shower curtains are cheap, and about as reliable as trash bags, but might be useful in water collection or, in the winter class, for taping up drafts or cracked windows or making a small tent that will help create a smaller space to warm with body heat.
The dollar store also sells note pads and composition books, which can help them track when food needs to be rotated and how much they've amassed.
Instead of candy, some peanut butter, squeeze jelly, and crackers from the dollar store or your Aldi's equivalent might be good, too, especially since you already covered having them reuse bottles for water and you're talking about winter (need to burn more calories, higher protein, no need to heat).
The lower light in winter might rate picking up a headband, ball cap brim, or clip-on light of some sort that leaves hands free.
I think it's fabulous that you're empowering your community for disasters, especially this segment of your community.
My hat is absolutely off to you for that alone. Add in being a mother of three (any three, particularly teens) and especially special needs, and you have my utmost respect.
