My sister worked in a hospital, and most pshyc wards are unlocked if the power is out. Some might have a lock that stays on for a while after but don't count on it.
That's not accurate. Perhaps in a very old facility which only takes particular low risk patients but most "psych wards" or psych hospitals (those that are left., I dont even know if they call them psych wards anymore) depending on there specific application and security requirements and only for specific areas of the facility now have emergency back up generators like virtually every hospital in the province. The power goes out, the switch to emergency back up power is automatic. Anything from Fire Safety, to security will continue to operate on an uninterrupted power supply. Depending on the facility, they can go from hours to perpetuity running these back up generators. (Of course until the fuel source is exhausted. Typically Diesel that i've seen.) The only thing that would release security (mag locks at doorways for the most part) is the Fire Alarm. And even then the facility would have a Fire Safety Plan in place. It wouldn't be a mass exodus of any dangerous persons into the public unless the entire facility has gone up in flames....
But for the most part, virtually all have secure facilities where required to service particular people dependent on the application of the place. And yes, count on the emergency back up. The odds are it will turn on. Whether security, or in the middle of a surgery, or on life support these generators are designed, engineered, and continually tested to go into action.
Even if they did get out, do you think it would be any different from the other people that are out there. 😈

Although CANDU reactors have those safeguards built in, do reactors on the US side? I think Enrico Fermi Nuclear Generating Station is closest to me, maybe closer than Bruce. It's between Detroit and Toledo OH. It damn near melted down once already in in 1966...

That's the reactor that's closest to me and yeah its the one that worries me too. The Davis-Besse is in Ohio not far from there and Perry is another 60 miles on the coast of lake Erie. All 3 are on the lake and really close to each other.
At the time of the fall of the Roman Empire, the population of the world was under 500 million souls. By today's standards, much of the world was empty and unexploited. As Roman influence disintegrated, cities depopulated and new economies were born.
Today the global population is a staggering 7 billion. If the banking system collapsed into disorder, the means to feed and energize billions of people would cease to function. Survivors would be facing another Dark Age, only with more competition and less opportunities.
The resulting chaos would mirror post-Roman times, with some exceptions. With the benefit of knowing what befell the Roman empire, I believe there are vested interests whose survival plans involve thriving after a collapse. To spell it out clearer, they would grab vital land and enforce laws of dubious legitimacy to protect and even grow their deeds of property. Providing for others would not be their priority, unless it means getting something in return, under their dictatorship. The most unscrupulous would find agreeable succor. This is where you take the greatest personal risk.
The vital land which would be most contested would be the cities and the nearest surrounding cultivable land. So, my short answer to the question would be to find an area which is remote enough to be off the radar of the remnants of the old system. Gather with others who share your values and construct a local economy, quickly.

On a more local scale, you can get some details of emergency measures (minus security details, for obvious reasons) from your municipality. For example, I wondered about hazardous materials/fires since my neighborhood borders an industrial area. I reached out to my city councillor who put me in touch with fire services, who would be the ones who respond to fires, hazardous releases, explosions, etc.

The Golden Horseshoe is an area I do not want to be. It's got most of the population, the nuclear reactors, and its right near the border. Plus, its got most of the consumers of food, and very few of the producers.

Yup. Plus, especially if you're in Toronto, a lot of our food in the horseshoe is not necessarily produced by us. Our family has 10 acres in Niagara, which is more than enough for gardening and food for a bug-in, but I feel like all the city folks are just gonna clamor out into rural areas, and theft and mobs are a concern. Home sweet home!
Yea good luck holding onto that. We've all seen the nightmare traffic jams on a regular day I can't imagine what would happen if SHTF. I think the chances of getting out of this area would be zero unless you manage to get out immediately following they event. Even something as minor as a power failure would cause problems on the roads. I don't really see too many options.
Stay away from the Penetanguishene area. They have a hospital for the criminally insane. Parents had a boat in that area and was visiting when one escaped. The siren blared the whole night until they recaptured the person. Gave me the creeps for sure. I imagine some very nasty people in there.
